Policy coherence versus regulatory governance. Electricity reforms in Algeria and Morocco

The diffusion of independent regulatory agencies (IRAs) in utilities sectors developing countries is underpinned by the idea that IRAs are highly effective institutional devices to signal policy credibility private investors. But it really so? Institutional economists tend confirm effectiveness IRAs, while also highlighting many factors condition its positive impact on investments. Acknowledging importance interaction effects, this paper proposes shift level analysis, moving away from look at overall complementarity between objectives, instruments, and wider political context. In sum, argues are, as such, irrelevant. What matters instead coherence. A comparison two case studies electricity reforms Algeria Morocco lends credit coherence approach.
